“I am working with HEC to set up an international-standard research environment in the country. The HEC is working to make people aware about modern research methodologies in universities and two foreign externals have been appointed to adjudicate the research work of an individual before awarding him or her a PhD degree. There might be some loopholes in the research work conducted at the Masters level, but the HEC has tried to set up a foolproof research environment at the PhD level, which will start showing positive results within a few years. We have set tough rules for individuals wanting PhD degree. Our plans are aimed to meet international standards and get foreign universities to recognise our institutions and degrees. Pakistan will achieve this goal within a few years. The HEC is serious about coping with plagiarism at the Masters and PhD levels and has taken several steps including introducing foreign externals to control the issue. We are looking forward to punish students and researchers found indulging in plagiarism or fraud. The HEC has introduced a special booklet on its website that provides guidelines on plagiarism and all PhD and MPhil students are urged to read it in order to avoid future mishaps. HEC is focusing on liberal arts and social sciences degrees and universities are giving equal attention to all subjects.”
